RX and TX should not be directly connected together. A UART can be used in 1-wire mode but that needs a slightly modified circuit to make that happen. The radio probably has that already implemented. No way to tell if the generic CH340 USB interface shown above has that too.
Is the diagram right, with the USB tx and rx wires going to the same pin (i.e. shorted together)?
